Ukraine State Housing Policy Strategy kicked off with support from UNECE

In the lead-up to the event “Towards the Development of the State Housing Policy Strategy” taking place on 17 June 2025, the Cabinet of Ministers of Ukraine convened the first meeting of the Working Group on 10 June. This marks a significant step toward shaping a more inclusive, transparent, and sustainable housing policy in Ukraine. The meeting gathered representatives from the Cabinet of Ministers, the Office of the President, the Verkhovna Rada, local governments, international partners, civil society, and the expert community.

Our goal is to build a clear, fair, and balanced system where everyone—from young people and military personnel to families with children, veterans, and internally displaced persons—understands the available opportunities, how to access them, and what is guaranteed by the state”.

The Strategy will define a new vision for Ukraine’s housing policy, with a focus on expanding access to affordable and social housing, particularly for vulnerable groups such as internally displaced persons (IDPs) and persons with disabilities.

The development process will include a comprehensive needs assessment, clear goal setting, and identification of implementation mechanisms and funding sources. It will also ensure transparent planning and coordination across sectors. At the meeting, Deputy Minister for Development of Communities and Territories of Ukraine, Nataliia Kozlovska, presented the proposed concept and called on international partners to actively engage in the joint effort.

As part of its ongoing technical support, UNECE through the UN4UkrainianCities project developed and presented an organizational model for the Working Group, consisting of a Steering Committee and a Technical Working Group, along with proposals for a draft work plan and the structure of the future Strategy. These inputs were adopted by the Ministry for Development of Communities and Territories of Ukraine as the foundation for the work. The composition and procedures of the Interagency Working Group were formally approved by a corresponding ministerial order.

UNECE will continue to support the Government of Ukraine in the development of the Strategy. Project experts will contribute to shaping a modern housing policy aligned with the principles of the UN Geneva Charter on Sustainable Housing, the New Urban Agenda and the Sustainable Development Goals (SDGs).
