First Annual Housing Conference
The First Annual Housing Conference (AHC 2026), taking place from 3 to 5 November 2026, will bring together stakeholders engaged in Ukraine's housing recovery and reconstruction.
Organized by the World Bank Group and the Ministry of Communities, Territories, and Internally Displaced Persons of Ukraine, the Conference will launch a dialogue among policymakers, financiers, implementers, technical experts, civil society, and the private sector.

Foster strategic alignment between policy priorities, implementation approaches, and investment decisions.
Facilitate coordination among government, municipalities, development partners, international financial institutions, civil society, academia, and the private sector.

On 4 November 2026, the UN4UkrainianCities Initiative and Kharkiv City Council will organize a dedicated session as part of Track B, Session 05B.
The session will demonstrate how integrated project preparation and feasibility planning can translate Ukraine's national housing policy into concrete, implementation-ready local housing projects, while strengthening municipalities' capacity to deliver inclusive, sustainable, and scalable housing recovery solutions.
Through thematic presentations, interactive discussions, and networking opportunities, the session will bring together government representatives, donors, international financial institutions, the private sector, and civil society.
The exchange of Ukraine's operational experience and international good practices will help generate practical knowledge to inform future recovery policies, plans, and investments.
North Saltivka Housing Recovery Project
An integrated approach to resilient neighbourhood recovery in Kharkiv.
The North Saltivka recovery project, developed under the UN4UkrainianCities Initiative, will serve as a practical example of how comprehensive project preparation can connect national housing priorities with local implementation.
From housing to integrated neighbourhoods
The project's integrated residential development design combines housing, safety infrastructure, a pre-school education facility with its own protective shelter, and accessible public spaces.
By integrating essential services and infrastructure into a single development approach, the project illustrates how housing recovery can contribute to safer, more inclusive, and more resilient urban neighbourhoods.

Biographies
Meet the speakers participating in the Kharkiv Housing Recovery: From Vision to Action session.
Olga Demianenko
Olga Demianenko has been working with the UN4UkrainianCities Initiative at the United Nations Economic Commission for Europe (UNECE) since 2023. In her current role, she contributes to the strategic coordination and implementation of initiatives supporting Ukraine's urban recovery and sustainable development, working closely with national and local authorities, international organizations, development partners, and other key stakeholders.
Her work focuses on strengthening international cooperation, facilitating partnerships, and advancing projects aimed at building more resilient, inclusive, and sustainable Ukrainian cities.
Prior to joining the Initiative, she held several leading positions within Kharkiv City Council since 2010, where she played a key role in advancing the city's international engagement, strengthening strategic partnerships with international financial institutions and development partners, and driving international cooperation in support of the city's long-term development priorities.
She holds a Master's degree in International Law and International Relations.
Thamara Fortes
Thamara Fortes is a Brazilian architect and urban planner with extensive international experience in urban development, post-conflict recovery, and programme management.
She has worked with the United Nations across different organizations and duty stations, including Afghanistan, Lebanon, Kenya, Zambia, Ecuador, Colombia, and Ukraine, supporting initiatives focused on sustainable development, infrastructure, capacity-building, and cooperation with national and local authorities.
Since 2023, she has served as Project Manager of the UN4UkrainianCities Initiative at the United Nations Economic Commission for Europe (UNECE), overseeing project implementation, coordinating multidisciplinary teams and international partners, and supporting national and local authorities in Ukraine.
Her work focuses on housing policy, sustainable urban development, and the planning and design of cities' recovery projects.
Ihor Terekhov
Ihor Terekhov has served as Mayor of Kharkiv, Ukraine, since November 2021. He also serves as Head of the Association of Frontline Cities and Communities of Ukraine.
Mr. Terekhov holds an honors degree in Industrial and Civil Construction and a Master's degree in Public Administration, as well as a PhD in Public Administration.
He brings more than 39 years of professional experience, encompassing senior positions in both the private sector and public administration, including within Kharkiv City Council and the Kharkiv Regional State Administration.
Prior to his election as Mayor, he served as Deputy Mayor responsible for the city's development and essential services, First Deputy Mayor, and Secretary of Kharkiv City Council.
His contribution to public service has been recognized through a number of national and local honours, including the title of Honored Economist of Ukraine, the Order of Merit, III degree, and the Orders "For Courage," III and II degrees.
Peter Wagner
Dr. Peter M. Wagner is Head of the Service for Foreign Policy Instruments (FPI) at the European Commission.
Prior to this, he was in charge of coordinating work on the fight against COVID-19 and Head of the Clearing House for Medical Equipment (COVID-19) in the Secretariat-General (SG) of the European Commission.
He was Head of the Support Group for Ukraine in DG Neighbourhood and Enlargement Negotiations (DG NEAR) during the period 2015β2020.
Dr. Wagner's previous experience also includes the European Commission's Task Force on Greece (TFGR), as well as leading the unit responsible for defence, aeronautic, and maritime industries in DG Enterprise and Industry (now DG GROW).
Prior to joining the Commission in 1999, he was a researcher at the Center for Applied Policy Research (CAP) in Munich, Germany, following several years as a journalist and editor for a number of newspapers.
Dr. Wagner holds a PhD in Political Science, History, and Psychology from Freiburg University.
Holger Seifert
Holger Seifert is Senior Technical Advisor at the Council of Europe Development Bank (CEB), with deep expertise in social and affordable housing finance.
An economist with a PhD-level background, he brings extensive experience as Country Manager, where he led the structuring, negotiation, and execution of housing and other social economy loan programmes across several CEB member countries.
He has also served as Head of the Brussels office of a socially oriented bank.
Among his responsibilities, he oversees CEB housing loans in Ukraine, driving sustainable lending solutions for public housing.
Ihor Biletskyi
Ihor Biletskyi has served as Rector of O. M. Beketov National University of Urban Economy in Kharkiv, Ukraine, since 2025, one of the country's leading institutions in urban development, construction, municipal infrastructure, and related fields.
Professor Biletskyi has held senior academic and executive positions at the University, including First Vice-Rector, Acting Rector, and Vice-Rector for Scientific and Pedagogical Work, Economics, and Strategic Development.
His work focuses on institutional governance, strategic planning, digital transformation, quality assurance, and the modernisation of higher education in line with European standards and practices.
He holds a Doctor of Economic Sciences degree in Economics and Management of the National Economy, a PhD in Project and Programme Management, and a Master's degree in Power Engineering, Electrotechnics, and Electromechanics.
Professor Biletskyi is the author of numerous academic publications on strategic management, housing, construction, and digitalisation.
His professional contributions have been recognised through national and academic distinctions, including the title of Honored Scientist and Technician of Ukraine.

UN Forum of Mayors
The 6th meeting of the United Nations Forum of Mayors will take place in Geneva on 12β13 October 2026 under the theme βCities Delivering for a Sustainable Future.β The Forum will bring together mayors from across the UNECE region and beyond to exchange experiences, share good practices and discuss the role of local governments in advancing sustainable urban development.

87th Session of the Committee on Housing, Urban Development and Land Management
From 14 to 16 October 2026, the 87th session of the Committee on Housing, Urban Development and Land Management will take place in Geneva, Switzerland.
Participants will:
Discuss the next steps in implementing the Ministerial Commitments on Housing Affordability and Sustainability adopted at its previous session, drawing on the findings of a recent regional survey and practical experiences shared by member States, cities and partner organizations;
Consider important governance matters, including the adoption of revised terms of reference for the Committee and the future mandate and institutional positioning of the United Nations Forum of Mayors.
Review progress across its programme of work, covering urban resilience, smart, sustainable cities, sustainable and energy-efficient buildings, land administration, and support for countries through policy reviews and technical cooperation.
Participate in thematic discussions on the role of artificial intelligence in urban design and integrative planning, and on systemic approaches to delivering affordable, energy-efficient and resilient housing.
The UN4UkrainianCities Initiative will also contribute to the Committee's discussions: on 16 October, it will present relevant updates on the progress and activities undertaken under the project's second phase (March 2025 - January 2027), highlighting its continued support to the Ministry for Development of Ukraine in updating the national housing policy framework, while assisting Kharkiv and Mykolaiv in addressing recovery priorities and advancing their longer-term sustainable urban development.

All Ukrainian Youth Forum β Ukraine 2036: Architects of the Future
On 8 September 2026, the All-Ukrainian Youth Forum βUkraine 2036: Architects of the Futureβ will bring together more than 200 students representing 74 universities across Ukraine in Rivne. Organized by the Association of Frontline Cities and Communities, Rivne Municipality and UNICEF, the Forum will provide a dynamic platform for young people, national and local authorities, academics, development partners and private-sector experts to exchange ideas on Ukraineβs future. Through panel discussions, interactive workshops and open conversations, participants will explore youth participation in Ukraineβs recovery, emerging economic opportunities, artificial intelligence, education, future skills and pathways from learning to employment. The practical sessions will enable students to work alongside experts to transform their ideas into solutions, including through a UN4UkrainianCities workshop on youth engagement in the recovery and reconstruction of Ukrainian cities, using North Saltivka in Kharkiv as a case study.

Through a participatory group exercise, participants will review the siteβs pre-design and explore how it can better respond to the needs of different user groups, enhance public and shared spaces, improve accessibility and safety, and generate positive social, economic and environmental impacts for the wider neighbourhood.

The Ukraine Recovery Conference (URC 2025), taking place in Rome on Julyβ―10β11, 2025, will focus on mobilizing international support for Ukraineβs recovery, reconstruction, and modernization. Rooted in the four key thematic dimensions: Business, Human, Local & Regional, and EU integration. URCβ―2025 aims to foster private-sector engagement, human capital development, decentralized rebuilding efforts, and progress toward Ukraineβs EU accession.
The UN4UkrainianCities project will actively take part in the URC 2025. As part of the event, the project will present key results from its first phase, including the concept design and feasibility study of the Science Neighborhood in Kharkiv. This innovative urban reconstruction initiative was developed by the Norman Foster Foundation, in collaboration with UNECE, the Kharkiv City Council, and ARUP.

The 2026 Urban7 (U7) Mayorsβ Summit takes place from 2-4 June 2026 in Nancy, France, ahead of the G7 Leadersβ Summit, representing a medium between local and national governments. Bringing together representatives from the G7 countries β Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States β the initiative provides local actors with an opportunity to position themselves in international political processes.
As U7 has been formally recognized as an official G7 Engagement Group, cities and regions are now institutionalized within the G7 process. Therefore, this edition marks a major milestone, bringing together mayors, local and regional leaders, national associations, and international partners to collaboratively develop a U7 Mayorsβ Declaration. This document reflects shared priorities among G7 cities and beyond and puts forward concrete policy recommendations to inform G7 Leadersβ discussions.
Specifically, the Summit addresses topics including ecological transition and climate action, social cohesion, and democratic governance, and explores how cities and regions can strengthen territorial resilience and play a more structured role in global governance processes.

Event Summary
In Ukraine, recovery efforts are increasingly shaped by the need to deliver sustainable and accessible housing, particularly following the adoption of the Law on the Fundamental Principles of Housing Policy. Against this backdrop, the UN4UkrainianCities Initiative is organizing a networking event focused on a networking event on advancing resilient, inclusive, and sustainable housing solutions, with a particular emphasis on reconstruction efforts in Kharkiv, one of the cities most severely impacted by the war.
The event will bring together Ukrainian national and local authorities, international partners, academia and relevant stakeholders working on the housing topic in Ukraine to review progress achieved to date and jointly explore pathways for scaling up recovery efforts.
Government representatives from Ukraine will present updates on the newly adopted Housing Law, highlighting how it strengthens the legal and institutional framework for recovery and modern housing standards. The Mayor of Kharkiv will outline the cityβs reconstruction priorities and share its vision for rebuilding safe, resilient and sustainable communities. The O.M. Beketov National University of Urban Economy in Kharkiv will showcase a key example of ongoing work and design proposals developed for the recovery of the North Saltivka district in Kharkiv, as part of activities implemented under the UN4UkrainianCities Initiative.
Representatives from the Deutsche Gesellschaft fΓΌr Internationale Zusammenarbeit (GIZ) GmbH and the Bundesministerium fΓΌr wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) will present their perspectives and share insights from Germanyβs experience in supporting housing policy development and urban planning approaches for post-crisis recovery. This will include reflections on integrated, sustainable, and socially inclusive planning frameworks applied in the German context and their relevance for Ukraineβs reconstruction.
Representatives from the International Financial Organisations will present examples and pilot initiatives implemented in Ukraine, highlighting private sector engagement, investment approaches, and innovative financing mechanisms supporting sustainable urban reconstruction.
Despite ongoing challenges, Kharkiv and other Ukrainian municipalities continue to advance innovative housing concepts for most affected areas, grounded in community needs and resilience. Together with national-level experience, international cooperation, including IFC engagement, and ongoing reforms, these efforts highlight a shared commitment to inclusive, sustainable recovery and the future shaping of Ukraineβs housing system. Participants of the event will have the opportunity to hear directly about these initiatives and approaches from key national and international stakeholders.

The World Urban Forum (WUF13), convened by UN-Habitat and co-hosted by the Government of Azerbaijan, is the United Nationsβ premier global platform on sustainable urbanization. Held every two years, the Forum brings together governments, international organizations, academia, civil society, and the private sector to address the most pressing challenges facing cities worldwide.
The 13th session will take place in Baku from 17 to 22 May 2026, focusing on the theme βHousing the World: Safe and Resilient Cities and Communities.β It will spotlight the urgent need to tackle the global housing crisis and position housing as a key driver for inclusive, resilient, and sustainable urban development.

This fourth webinar in the UNECE Inclusive Urban Recovery in Ukraine series, organized under the UN4UkrainianCities Initiative, will explore how intergenerational collaboration can shape urban recovery through participatory planning, inclusive governance, and responsive public services. The discussion will highlight practical examples, policy approaches, and tools that empower both youth and older persons to actively contribute to rebuilding their cities. On 8 October 2025, Ministers from UNECE member States convened to discuss the urgent challenges and strategic priorities of housing affordability and sustainability. The meeting provided a platform for Ministers to share national experiences, highlight key policy actions, and propose strategic solutions to advance access to sustainable and affordable housing across the region.
During the meeting, H.E. Alona Shkrum, First Deputy Minister for Development of Communities and Territories of Ukraine, delivered a statement highlighting the immense housing challenges faced by Ukraine as a result of the ongoing conflict. She emphasized the destruction of residential infrastructure, the urgent need for large-scale reconstruction, and the importance of developing a transparent and inclusive housing policy framework to ensure access to adequate, safe and affordable housing for displaced persons and returning communities.
A key outcome of the meeting was a ministerial commitment towards promoting sustainable and affordable housing as a foundation for inclusive and resilient urban development.

The initial meeting to launch the development of Ukraineβs State Housing Policy Strategy will take place on 10 June 2025, from 11:00 to 12:30 (Kyiv time). The event will gather members of the Steering Committee and Technical Working Group, along with international partners (UN4UkrainianCities Initiative included).
In accordance with the Regulation on the Ministry for Communities and Territories Development of Ukraine, approved by Resolution of the Cabinet of Ministers of Ukraine on 30 June 2015 No. 460, the Ministry is the main authority in the system of central executive authorities responsible for the formation and implementation of State Housing Policy.
The Ukraine Facility, Reform 7 βEnsuring access to housing for people in needβ, identifies the need to prepare a National Housing Strategy (State Housing Policy Strategy) that will include implementation measures to support affordable social housing, increase the number of housing units available for returning refugees, internally displaced persons and other persons who are currently unable to rent or purchase housing, including persons with disabilities after the armed conflict who will be unable to work.

As of 2025, Ukraineβs energy infrastructure has suffered $20 billion US in damage, causing widespread power outages and insufficient heat supply β with the cities of Kharkiv and Mykolaiv alone accounting for over 630 million in losses (UNDP, 2025). While emergency efforts have focused on rebuilding existing capacity and fossil fuel capacity replacements, this approach can overlook the need for more resilient and sustainable local energy solutions.
To this end, the United Nations Environment Programme (UNEP), the United Nations Economic Commission for Europe (UNECE) and the Autonomous Region of Bolzano in Italy are jointly organizing this international study trip to support capacity building of Kharkiv and Mykolaiv on integrated urban energy planning focused on decentralized and renewable local energy and modern district heating systems. This study visit is facilitated by the UNEP programme βUnlocking greener and more resilient energy in Ukrainian citiesβ, supported by the Italian Development Co-operation (AICS), and by the UNECE programme UN4UkrainianCities. The study visit aims at providing knowledge from the practical experience of an exemplary housing provider of Germany for key housing specialists from Kharkiv and Mykolaiv, as well as the officials and experts from the key Ministries of Ukraine implementing legislative initiatives on housing affordability β the Ministry for Development of Communities and Territories and the Ministry of Social Policy of Ukraine.
A full consideration of a particular case study of municipal housing company wbg Immobilien of the city of Nuremberg allows to understand all aspects of municipal housing model and its place in the housing system and consolidate the knowledge in a systematic way. The program is focused on practicalities of running a housing company, and the participants can directly inquire the specialists from the host company practical questions. Site visits will provide specific project examples of different housing stock that a company possesses, focusing on their architectural, technical, spatial and social characteristics.
After the visit, the participants should have a comprehensive overview of municipal housing as a model of housing provision, its advantages and limitations, as well as management requirements to run such a company, funding opportunities and find the answers to a range of practical questions.

Announcement of Kharkiv Housing Competition Winners
The UN4UkrainianCities project is pleased to announce the winners of the Kharkiv Housing Challenge competition, a pivotal initiative within the Housing Pilot Project of the Kharkiv Masterplan Concept. The competition sought innovative solutions for retrofitting existing concrete panel housing blocks and revitalizing public spaces in Kharkiv, Ukraine's second-largest city.
The competition, organized by Buildner in collaboration with the Kharkiv City Council, UNECE, the Norman Foster Foundation, and Arup, drew significant international attention. Located in the Northern region of the Black Sea, the city of Mykolaiv had almost half a million inhabitants before the outbreak of the conflict. Initially on the conflict front line in the south of Ukraine, Mykolaiv is still subject to frequent attacks.
The post-conflict reconstruction phase will demand considerable effort from the Ukrainian government, which has asked the UNECE (United Nations Economic Commission for Europe) for support with its reconstruction plans.
In response, the UNECE launched the #UN4UkrainianCities project and reached out to international actors specializing in integrated design and economic planning. This led to the development of guidelines for the Master Plan for the reconstruction and urban regeneration of the city of Mykolaiv.
During the event, the international team will present the main results of their work on the creation of a new βconcept master planβ for Mykolaiv and other pilot projects.
The event is jointly organized by the Center of Excellence on sustainable finance for infrastructure and smart cities (ExSUF), established by UNECE and LIUC β UniversitΓ Cattaneo, in collaboration with One Works Foundation.
The event will also be accessible remotely, with live interpretation in Italian and English for online participants.

UNECE is pleased to announce the 85th session of the Committee on Urban Development, Housing and Land Management, taking place October 2-4, 2024, at the Palais des Nations in Geneva. This fully in-person session will run from 10 a.m. on Wednesday to 6 p.m. on Friday in Room XVII.

Promoting affordable, adequate, and climate-neutral housing
Fostering inclusive, circular, smart, and sustainable cities
Advancing transparent and efficient land management
A highlight is the dedicated workshop on October 2 addressing housing affordability challenges in the UNECE region. This session provides a valuable platform for exchanging experiences and best practices among experts and policymakers.
