Wartime reconstruction: challenges and perspectives for the Ukrainian cities

This seminar explores the evolving challenges of urban reconstruction in Ukraine during wartime, building on the collaboration between academics and practitioners presented in the book “Planning in Wartime. A Blueprint for the Mykolaiv Masterplan.”

Originally conceived in anticipation of peace, the ongoing conflict has shifted the paradigm: Ukrainian cities must now consider whether to rebuild for long-term peace or adapt to continued instability. This raises broader geopolitical questions affecting not only Ukraine but Europe as a whole.

In this context, Mr. Dario Liguti, Director of the Energy, Housing and Land Management Division at UNECE, will participate as a panelist, sharing insights on UNECE’s work in Ukraine, including integrated urban planning, policy and legislative reforms, and the development of pilot projects in Mykolaiv.
