Municipal Housing in Kharkiv: Affordable Rental Models for Housing Recovery in Ukraine

This new review, developed by Housing Initiative for Eastern Europe (IWO) e.V. under the UNECE UN4UkrainianCities project, presents a framework to support housing recovery in Kharkiv by creating a sustainable municipal rental housing model based on the Kharkiv Municipal Housing Company. Moreover, it outlines step-by-step implementation actions and provides recommendations for national-level legislative amendments. Furthermore, the review presents the experiences of Germany and Poland, two of the most relevant municipal housing models for Ukraine.

As Kharkiv continues its path toward recovery, the guidance presented in the model provides a foundation for rethinking the city’s housing system and fostering equality. Kharkiv now has the opportunity to concretize a long-term vision for sustainable, affordable housing, grounded in European best practices.
