UN4UkrainianCities supports Ukraine’s recovery through housing and urban development policy, sustainable planning and the development of urban regeneration projects.
Implemented by the United Nations Economic Commission for Europe (UNECE), the project combines national policy support, technical expertise and capacity building with pilot projects in Kharkiv and Mykolaiv, helping translate recovery priorities into inclusive, resilient and investment-ready solutions.
Pilot Projects
Kharkiv
Housing
Building on the International Architecture Competition completed in October 2024, the pilot project in North Saltivka is progressing from concept design to detailed design and technical documentation. Integrating residential buildings, accessible public spaces, dual-use underground parking and shelter facilities, and a kindergarten with its own shelter, creating a safe and inclusive living environment and a model for housing recovery that can be adapted to other neighbourhoods.
Science Neighbourhood
Transforming the biggest market site in the city, Barabashova Market, into a mixed-use neighbourhood dedicated to promoting scientific and technological innovation, with a feasibility study to quantify economic impact and establish tailored strategies.
Heritage
International Architecture Competition launched with the aim to redesign Kharkiv’s Regional Administration Building and Freedom Square, engaging the local community and attracting architectural solutions that honour the city’s heritage while supporting recovery.
Mykolaiv
Concept City-wide Masterplan
The Mykolaiv Concept Masterplan brings together urban development, landscape and mobility strategies to guide the city’s long-term recovery and unlock its potential. It connects neighbourhoods, green spaces and waterfronts, promotes accessible and sustainable transport, and strengthens climate resilience, translating a shared vision into coordinated priorities for future investment.
Innovation District
Developed as a cutting-edge mixed-use neighbourhood, combining science parks with modern urban design. Aiming at becoming a thriving hub for research, technology, and community life.
Health Route
Focusing on approximately 5 km of shoreline, with the aim of enhancing green public spaces, improving accessibility, and strengthening Mykolaiv’s climate resilience and overall livability. Beyond addressing pressing environmental and social challenges, including limited green infrastructure, flood risks, and fragmented public spaces.
Support to National Housing Policy Reform
Supporting the Ministry for Communities, Territories and Internally Displaced Persons of Ukraine in advancing housing reform through the Law “On the Fundamental Principles of Housing Policy,” (adopted in February 2026) related legislation on social housing, affordable housing and housing stock management, and the development of the State Housing Policy Strategy.

Convening a broad range of stakeholders, including national and local governments, international organizations and agencies, international financial institutions, private sector actors and developers, civil society and non-profit organizations, academic and research institutions, and local experts, through webinars and consultations to facilitate knowledge exchange, gather diverse perspectives, and inform policy and practice.
